In the subset of U.S. hotline cases that involved sexually explicit digital content, most of the people exploited were minors. Webcam and paid-chat exploitation was classified separately as remote interactive sexual acts.
Caveats
616 cases is a slice of hotline data, not all trafficking. Digital-content cases may over-represent people whose exploitation left a file. It still does not tell you the size of the illegal market.
What the 90% is for
The pledge sits on both ends of that market: men leaving the demand that pays for files and live streams, and money going to the organizations that identify children in those files and house the people who were recorded.
