IJM measured 258 survivors as fully restored in FY2025, against 13,557 people brought to freedom. Getting someone out is not the same as keeping them free.

What this number is

IJM reports both people brought to freedom and a much smaller number measured as fully restored on the Assessment of Survivor Outcomes tool. The gap is the point: extraction is not restoration.

Caveats

These are IJM’s published program figures for that fiscal year, not a global restoration rate. “Fully restored” is a scored threshold, not a moral ranking of survivors who are still in care.

What the 90% is for

Correctional will not sell “$X equals one rescue.” The 90% is for partners who measure aftercare — housing, counseling, legal protection — because the expensive work is keeping someone free, not photographing the door they walked out of.
